Rights shown on this map are approximate. The water right themes currently do not include some irrigation district rights or instream leases .  Contact the OWRD for the best locational data.  A good place to start is the WRIS query pages with links to the original documentation.
 
The information reflected on these pages is derived by interpretations of paper records. Please refer to the actual water rights records for the details on any water right. The Oregon Water Resources Web Mapping Program allows you to view water rights and other pertinent information such as ground water limited areas, watermaster districts, water availability basins, etc.  Browse by address, township, basin, or search for a water right using this program.

Water Right Mapping Process
The OWRD has been mapping water rights in a geographic information system (GIS) since 1990.  The first pass through at compiling the water rights layers for the state was completed in 1999.  Since then the OWRD has completely redesigned its Water Rights Information System (WRIS) and the water right mapping features were migrated to a new data structure that linked directly to WRIS in 2004.  The procedures and tools for mapping water right features in the GIS were also rewritten.  
 
As part of the data structure changes we retooled our internal processes.  We map all new permits and certificates as they are issued statewide.  Any spare time is devoted to cleaning up older rights.  In areas where source maps are missing or difficult to interpret we place water right features (Places of Use symbolized by a small diamond shaped polygon) in the middle of the appropriate Public Land Survey quarter-quarter based on the description in the file.

Water Right Data/GIS Themes

Statewide water rights spatial data with metadata (ZIP 150~200MB).

The spatial data are maintained in an ArcGIS file geodatabase (FGDB) that is compatible with ArcGIS 10.0. The file is updated every night from our central WR GIS database. The metadata files are "wr_pod_metadata.xml" for Points of Diversion features and "wr_pou_metadata.xml" for the Places of Use. They are best viewed in ArcCatalog with the "FGDC" stylesheet (to see the attribute definitions).

The Department has created an index of maps and map products that have been produced over the years for a variety of purposes. Our hope is that you will find many of the maps useful. Most maps are in PDF format, while a few are in .jpg or .tif format. Please be aware of the map dates. These maps have been produced over many years and in some cases more current information may exist.
